How will the user know if the SafetyCam is functioning and also recording the events ?

The ideal way for the user to understand if the SafetyCam is powered ON is via the LED lights. The solid blue LED will indicate that the cam is connected to the Datalogger. Adding to that, you will hear a beep whenever the SafetyCam starts recording event videos.
