Bug Fix: Canadian Rule Set

A bug affecting Canadian drivers who selected the Canadian ruleset has been fixed. Previously, drivers with this ruleset could only view and print logs, while US drivers had full access to certify logs, accept/reject edits, and make changes if permitted. This fix now ensures that Canadian drivers can also certify logs older than two weeks, allowing them to meet compliance requirements. This adjustment is critical for drivers undergoing audits, providing the necessary functionality to certify past logs as needed.
